"The LPG plan still needs effort and two or three communication stages, but for crude oil I think it's almost final," Bahlil said. The statement followed a summit between President Prabowo Subianto and President Putin at the Kremlin on April 13, 2026.

Technical discussions continued on April 14 between Bahlil and Russian Energy Minister Sergey Tsivilev. Russia signaled readiness to supply crude oil to Indonesia through both Government-to-Government and Business-to-Business channels.

Three major Russian energy companies have been lined up as suppliers including Rosneft, Ruschem Zahrubesneft, and Lukoil. Procurement will proceed through both government and commercial pathways to ensure supply security.

Pertamina Patra Niaga Corporate Secretary Roberth MV Dumatubun confirmed that Pertamina's refineries are capable of processing Russian crude into refined products. The state-owned company is awaiting government directives and has pledged full support for energy supply operations.

Indonesia consumes approximately 300 million tons of crude oil annually with domestic production falling short of national demand. The supply gap makes diversifying import sources a strategic priority for energy security.

Energy Security Implications

The supply agreement covers the period through December 2026 and includes both crude oil and liquefied petroleum gas. Russia has also committed to building oil storage facilities and exploring refinery development in Indonesia.

Indonesia maintains an "active free" foreign policy in energy partnerships working with multiple countries including the United States and Nigeria. This diversification strategy has become critical amid Middle Eastern supply disruptions caused by the ongoing geopolitical conflict in the Strait of Hormuz region.
