Indonesia Rice Reserve Hits Record 5M Tons, Zero Import 2026

Gotrade News - Indonesia's Government Rice Reserve (CBP) reached 5,000,198 tons on Thursday (23/04) at 08:55 WIB. Agriculture Minister Andi Amran Sulaiman described this as the highest government rice stockpile in Indonesian history.

Sulaiman said the reserve level had never been reached before and called it a collective national achievement. The milestone comes as the country transitions from major rice importer to self-sufficiency in under two years.

Key Takeaways:

  • Indonesia's government rice reserve hit 5,000,198 tons on April 23 2026, a national record
  • Previous high was 2.6M tons in 1984, so current level is nearly double the historical peak
  • Country imported 7M tons in 2023-2024 (Rp 100T) but targets zero imports in 2026

The previous record stood at 2.6 million tons, set during Indonesia's first self-sufficiency era in 1984. The current level is therefore nearly double the historical peak and signals a structural shift in Indonesia's rice supply dynamics.

Between 2023 and 2024, Indonesia imported roughly 7 million tons of rice worth about Rp 100 trillion. That pattern reversed in 2025 as Indonesia achieved food self-sufficiency, and the 2026 target is to import no rice at all.

State logistics firm Perum Bulog operates roughly 3 million tons of owned warehouse capacity. An additional 2 million tons are rented from private facilities, with plans to add another 1 million tons of rented storage.

The Karawang facility in West Java holds 102,000 tons of capacity, currently filled to about 80,000 tons. Nationally, Bulog's rented storage is already at full 2 million-ton capacity, reflecting strong procurement during the recent harvest season.

Through April 2026, Bulog has absorbed 1.6 million tons of rice and 131,000 tons of corn from farmers. The procurement supports the government reserve outside of religious-holiday spikes in distribution demand.

The government projects standing crop at 11 million tons of harvest-ready rice in the fields. This buffer strengthens food security ahead of potential climate anomalies including a possible El Nino cycle.

Sulaiman stated the country is positioned to withstand even an extreme El Nino event given the current reserve level. The reserve is equivalent to approximately five months of national rice consumption.

With stockpiles secured, the government sees no justification for rice price hikes at retail. Traders are expected to comply with the government's Retail Price Ceiling (HET) set by the National Food Agency.

Production gains rest on several parallel programs. These include a triple-harvest cropping index, a 500,000-hectare irrigation expansion (pompanisasi), 800,000 hectares of land optimization, and 200,000 hectares of new rice field conversion.

Food self-sufficiency also has trade-balance implications for Indonesia. Lower rice imports reduce foreign-exchange pressure at a time of rupiah volatility and elevated global oil prices.

Conclusion: Indonesia's 5 million-ton rice reserve marks a historic shift from major importer to a surplus-buffered self-sufficient producer. The combination of 11 million tons of standing crop and strong Bulog procurement significantly improves the country's food security going into the 2026 climate cycle.
